Located a PCM part #3W7A-12A650-BLB

I have come across a guy with a "new" not in box 2003 Crown Victoria PCM new, but no box and he says this about it:
"COMPUTER IS BRAND NEW AND WILL NEED TO BE PROGRAMMED / FLASHED TO YOUR VEHICLE
THIS WILL NOT JUST PLUG AND PLAY"
Is it safe to assume that a RZASA tune will write, right onto this PCM?
Hardware code MPC-185. It has a catch code of LBD1, so assume that is has a program but VIN and PATS would have to be adjusted in a "stock replacement" situation.

No, you should never assume; always verify.

Before I ever asked my question, I checked to see if it is a supported hardware code, and it is. I'll try to ask the question a different way.
QUESTION: 20 years ago, if a person's Ford, I'll use 2003 Crown Victoria for an example, if their Ford ended up at the Ford dealer to have the PCM replaced, would the PCM have its basic program already installed and all that needed to be done to it as it is installed is flash programmed to change the VIN to match the vehicle and have the security (PATS) programed, maybe including the keys too, so that the new PCM would work in the vehicle as it should? In other words, is the replacement PCM blank as a white piece of paper that hasn't been written on yet? or does it have the program already written in it?

unknown, you have to ask the seller

it should have a lbd1 cal on it from what you wrote

its irrelevant though as it doesnt matter if it does or it doesnt wont change anything. Its the same process to write it regardless.

At our local you pull it, LKQ PCMs are $89.49 plus tax for a used one. Subtract $19.50 if you don't want the 90 day warranty.
