Further web reading suggests that pin 68 is a vss output signal after the PCM calculates MPH that is used for speedometer and cruise control (8,000 ppm). Sounds like the OSS input would be the only way to get a signal to the computer but VSS vs OSS pulse rate is significantly different.
looks like the explorer & ranger ECU has a 8000 ppm input on pin 58, fed by GEM but can be fed by only 1 wire of the vss.

I would rather go with something known to work if possible.
I have a Ford VSS that would goto pin 3 & 6 on a EEC-IV, but notice the pinout only shows one VSS+ pin on 68.
would the VSS- just goto ground and is this known to work? If not do you know what my options are?

Can this strategy be configured to use the VSS signal from a digital speedometer?

Pushrod BIN
Does a base calibration like the A9L2 exist for this strategy? Im not really ready to tune but being just about stock fox setup, It would be great if I could idle this thing back up into the garage. rather than pushing it with my other truck.

Standardized adx can be used from any other decipha adx but you have to manually select the strategy your using it on.

So I believe I followed your getting started correctly, however the current tunes I pulled
don't have the vin numbers. Same on both computers [MPC-185 & MPC-197]
Pats code looks like it came in ok

but the hex value for the VIN is all FF FF FF
The computers are not in the original car so I don't have any other pats related buss items
I did wire the odbII port [16->2], [15->10], [13->13], [12v->16], [gnd -> 4,5]
my old crappy odbII reader pulls a couple codes about fuel but the vin number is blank in it also.
Before I go further I wanted to check if this is an indication of something being wrong.
When I saved the buffer to file it did write the same size file as your instructions 262,144 k
